I want to stream my webcam and my Police scanner :? - scanner streaming in ontario

I have a cable modem and a router thats. I connected a Buffalo wireless router with a cable modem. I've tried everything as forwading port and so on. I have a clean program. PrivatWebcam 4th I like how it was founded on the local network. Just can not get it out to the network. Any help would be great. Peace
